I think that Tom Haugen is corrupt because he grew up with the Corleane family, and the Corleane family taught him their ways of life. Tom became the consigliere for the family business,Tom goes to people and tries to negotiate and persuade their decisions and if he has to he will threaten them.The Corleane Family took him under their wings and wanted him to have a good life. The Corleane's family knew only their corrupt business as a way of life, just as a gang member would do in these times. Survival a way of life and a job.
